He co-founded Students for Sensible Drug Policy (now on over 200 campuses), and helped launch and serve as the first sales director at Renewable Choice Energy (named the #1 green power provider by the EPA). He is a founding and current board member of the National Cannabis Industry Association.

DeCarcer is the Founder and Chief Executive Officer of Frontier Financial Group Inc., a cutting edge firm providing authoritative and actionable intelligence in the Cannabis industry that has partnered with ArcView Market Research on ArcView's 4th edition of The State of Legal Marijuana Markets. She is an entrepreneur with 20 years of experience in business execution, management and strategic business development with an emphasis on emerging markets. DeCarcer is also the Founder of GNI International, a strategic business consulting firm focused on high-growth market opportunities, the co-founder of VentureCamp, a fully immersive accelerator, and most recently the Creator of Love & Business, 90 Days to Launch, a Docu-series unveiling the unique life and career challenges faced by female entrepreneurs.
Before founding GNI International, DeCarcer worked as senior a consultant in the Defense, Technology, and Telecommunications sectors and worked in investment banking for JPMorganChase in Manhattan and London, and ran Florida-based First Federal Transportation as its Co-Founder and COO. She runs the Women Entrepreneurship Reinforcement (WeR) program, and was the Executive Director of the Grassroots Innovation Network, a non-profit focused on validating and funding college students’ business ideas globally.
She received an A.A. from Miami Dade Community College, a B.A. from the University of Pennsylvania and an M.A. from Georgetown University. DeCarcer was born in Italy, raised in France and Spain, and has traveled to, and worked in, over 25 countries. She speaks five languages fluently and now resides in Washington D.C.
Kris Lotlikar lead the research efforts on the first three editions of the State of Legal Marijuana Markets. Kris is also the creator and host the popular business and politics podcast, Marijuana Today. Kris has almost two decades of experience following marijuana policy and reforms since co-founding and serving as the first executive director of Students for Sensible Drug Policy in 1998. Since then Kris has been a successful entrepreneur and consultant. Kris is founder and President of Renewable Choice Energy, one of the leading renewable energy providers in the country with over 50 Fortune 500 clients. He brings years of experience operating in newly emerging and fast growing markets in the U.S. and is a prominent proponent of sustainable and mission-driven businesses.
